The United Nations International Day of Non-Violence celebrations were held at the University of Nairobi (UoN). The day which coincides with the birthday of Mahatma Gandhi, leader of the Indian independence movement and pioneer of the philosophy and strategy of non-violence is celebrated every 3rd October.

The keynote address ‘Celebrating Ahimsa: Advances in Non-violence’ was delivered by Ms. Rajni Bakshi, an eminent Gandhi scholar and member of Executive Committee of the Gandhi Smriti and Darshan Samiti (GSDS) of India.

Ms. Bakshi called upon Kenyans and the world to uphold non-violence saying that one does not have to be a great soul in order to cultivate non-violence.

“Mahatma Gandhi once said that ‘non-violence is as old as the hills.’ This simply means that in history, non-violence existed,” she said. “Every day, the media reports news of violence in different parts of the world. One thing we need to understand is that violence will never get you power. This is a truth that cannot be overemphasized. To Gandhi, non-violence is simply a science…knowing what works and what does not work.”

Ms. Bakshi cited historical events and great quotes by Mahatma Gandhi that the world could embrace.

“A world with no violence can exist,” she said. “It is up to you to embrace each other and co-exist. We do not need guns to pass a point across. Let us emulate the life of Mahatma Gandhi because his life is his message.”

Amb. Tom Amolo, from the Ministry of Foreign Affairs, said that everyone can be involved in creating a culture of peace.

“We should start preaching peace to the youngest of minds,” he said. “We need to embrace non-violence in resolving conflict and embrace co-existence.”

He was speaking on behalf of the Cabinet, Ministry of Foreign Affairs, Amb. Amina Mohamed.

The Vice-Chancellor, Prof. Peter Mbithi in his remarks said that Mahatma Gandhi was an intensely active personality who unendingly inspires many people around the world.

“As a university, I urge you to uphold the universal purpose of non violence by promoting culture of peace, tolerance, understanding and integrity to our institution of learning,” he said. “It is therefore incumbent upon us to resist the pressure to think and conduct ourselves in a formatted manner. We must resist the temptation to give in to popular beliefs and choices without questioning and objectively investigating their real value to society.”

The Indian High Commissioner to Kenya, Madam Sanduchitra Durai, urged all to embrace the wise teachings of Mahatma Gandhi.

“His life history is his message to us,” she said. “We have so much to learn from him and that is why the UN marked this day as an international celebrations day.”

The Director-General, UNON, Ms Sahle-Work Zewde, said that the teachings of Mahatma Gandhi are relevant to Kenya given the current political situation.

“Let us uphold Mahatma Gandhi’s philosophy of non-violence even as we approach October 26, 2017 for the repeat presidential polls,” she said. “As Kenyans it is important for each one of us to embrace a culture tolerance.”

The event was organized by UoN, the United Nations Office in Nairobi, the Indian High Commission in Kenya and Kenya-India Friends Association (KIFA).

Philippines: Hope, compassion reign over at the peace month culmination in Iligan

Messages of hope and compassion reigned over here [Iligan City] on Sunday (October 1) as the people of Marawi and Iligan exchanged symbolic gifts to celebrate and cement their relationship amid challenges brought about by the ongoing crisis.

A peace gong, which was erected at the city’s public plaza, was unveiled to show the people of Marawi’s deep appreciation to the people of Iligan for unconditionally accepting them and providing them a second home.

Deputy Presidential Peace Adviser, Undersecretary Nabil Tan, in behalf of Secretary Jesus Dureza, emphasized the need to further the peace building in the country. He led the banging of the peace gong along with Marawi City Mayor Majul Gandamra and Iligan City Vice Mayor Jemar Vera Cruz.

Speaking on behalf of the people of Marawi, Mayor Majul Gandamra expressed his gratitude to the people of Iligan, saying that the city is “first” among others, which opened its doors to the distraught people of Marawi seeking refuge.

For his part, Iligan city Mayor Celso Regencia vowed that they will continue to provide the needed help and sanctuary to the displaced people of Marawi.

“Kung tayo magkakaisa, ang Iligan City at ang Marawi City, wala silang (terrorists) lugar dito,” he said.

The crisis in Marawi has been running for almost four months since terrorist groups lay siege in the city.

“Let’s take away deep-seated biases and prejudices against each other,” Regencia said, adding that what is happening in Iligan shows the triumph of the people for coexistence.

Iligan City Vice Mayor Jemar Vera Cruz said they have welcomed “the people of Marawi with open arms.”

“All of us desire peace in Mindanao. Peace will not come to us if we will not work for it. We have to work together,” he urged.

“Peace is not just the absence of violence. Peace should be based on justice, truth and love. Peace is having good relationship,” he noted.

Undersecretary Diosita T. Andot of the Office of the Presidential Adviser on the Peace (OPAPP) said the agency decided to culminate the celebration of the National Peace Consciousness Month in this city because of the solidarity and compassion that have been reigning since the crisis began.

“The city of Iligan epitomized what peace is. When we opened our doors to the people of Marawi,” she noted.

She said the military campaign in Marawi is just part of winning the war against violent extremism.

“We are trying to win the war through might. The threat to our peace and security is huge. We need the help of the security to counter violent extremism,” she acknowledged.

“However, there is also a need to pursue the healing process. Hindi madali tanggapin at makakalimutan ang nangyari sa Marawi,” she noted.

“Even if the war will end, there is a bigger war. We need to fight for peace. Addressing social injustices,” she urged.

OPAPP, which is leading the government’s celebration of peace month, has also completed the journey of its “Peace Buzz” here.

The Peace Buzz has been crisscrossing the country since September 21. It aims to promote a culture of peace throughout the archipelago.

“We should keep buzzing for peace na dapat po na naririnig sa Mindanao and buong Pilipinas,” Andot said.

“We need to strengthen the buzzing to reach every nook and corner of the country. We need unity. It is a key to advance the peace,” she said, encouraging people to “defend peace up to our last breath.”

The people of Cordillera also gave the people of Marawi a framed peace prayer to show its solidarity delivered by the Peace Buzz from Baguio.

Part of the culmination activities is a food fair, where internally displaced persons of Marawi sold their products at the public square to augment their livelihood.

USA: Campaign Nonviolence Organizes over 1,600 events for Week of Actions

A grassroots movement to bring nonviolence into the mainstream has been quietly but exponentially growing, resulting in 1,600 nonviolent actions in all 50 U.S. states and 16 other countries during the week of Sept. 16-24.

For the fourth year in a row, Pace e Bene, an organization founded by Franciscan Friars in 1989 and dedicated to promoting peace, justice and well-being for all, sponsored the Week of Actions as part of Campaign Nonviolence, a long-term movement to build a culture of peace.

“We have started this with the hope to get people to ‘connect the dots’ on issues of violence,” said Fr. John Dear, nonviolence outreach coordinator for Pace e Bene, “but also to promote the vision of a new culture of nonviolence, to try to get the movement moving.”

Campaign Nonviolence asked local event organizers to take a holistic approach, drawing attention to the interconnection of four main issues — poverty, racism, war and environmental destruction — as forms of violence and promoting a positive vision of a culture of nonviolence.

Common events included vigils, marches, public lectures, teach-ins, nonviolence trainings and prayer services.

In Cincinnati, the Intercommunity Justice and Peace Center worked with Dear to launch “Nonviolent Cincinnati” as part of the Nonviolent Cities Project.

Charity Sr. Andrea Koverman, a program manager at the center who helped initiate and organize the launch, said the first goal of the project is to promote awareness that violence is “a really pervasive and critical problem,” then show people there are alternatives to solving problems with violence or failing to respond.

The growing “Nonviolent Cincinnati” coalition currently has about 35 groups and individual members, including religious orders, schools and community organizations. Several elected officials also attended the launch.

“We’re trying to make it very inclusive and cross-sectional, so we want people at the grassroots all the way up to elected officials,” Koverman said.

Meanwhile, organizers of Arkansas Peace Week planned a total of 60 events such as daily activities for elementary school students, an art contest, a peace fest, lectures, movie showings, a food drive and events commemorating the desegregation of Little Rock Central High School.

Other notable actions included Peace Week Delaware, which put on over 60 events; an interfaith prayer service outside the civil rights museum in Memphis and events in Huntington, Indiana, where Our Lady of Victory Missionary Sisters held a peace march and the mayor proclaimed a day of peace.

Campaign Nonviolence organizers see this year’s actions as only the early stage of a decades-long movement.

“We have been so immersed in the vision and belief system of violence, we’ve been formed and trained in it, and it’s obviously something where that unlearning is going to take a long time,” said Ken Butigan, a professor at DePaul University and a strategist and consultant for Campaign Nonviolence.

“We would love to see the question: ‘What is the nonviolent option?’ on the lips of the media, members of Congress and the larger movement for change,” Butigan said.

As the campaign prepares for its fifth Week of Actions, which will take place a few weeks before the November 2018 congressional elections, Butigan said they plan to sharpen the focus, encouraging “people all over the country to find creative ways to pose that question.”

This year, organizers were most focused on getting large numbers of people involved in events and giving new activists the opportunity to gain experience.

“These are not long-time activists, generally speaking,” said Dear. “These are people who have stepped up to the plate. They have been so energized by the response locally that they have kept at it.”

Campaign Nonviolence organizers also hoped the week would give local groups a chance to get acquainted and find ways to collaborate and form coalitions throughout the year.

This was definitely true in Little Rock, where Cheryl Simon, president of the city’s new Pax Christi chapter, said she met more people from other organizations at the peace fest than she would otherwise have met in a year.

“I really believe meeting those people in only the first step,” Simon said. “I really hope that we’ll keep working together throughout the year. Now that we know one another I want those relationships to deepen. … The more people that can do the work, the broader our scope can be.”

Butigan certainly hopes the movement keeps growing.

Activists need to mobilize and train about 3.5 percent of the population, 11 million people in the case of the U.S., in order to effect change, he said, citing research by international relations experts Erika Chenoweth and Maria Stephan in their book Why Civil Resistance Works.

“In the next few years, say in the next five years, we envision helping to build a movement of millions of people who want an alternative to violence that’s neither violent nor passive,” said Butigan.

This could help people respond to specific manifestations of violence, he said, “but also help a growing number of people see that there is an alternative and that we can actually build a society and institutions that put the message and vision of nonviolence into practice.”

Lesotho: Local Government and the culture of peace

In its partnership with the Independent Electoral Commission (IEC) for dissemination of election education, the Development for Peace Education (DPE) held a series of workshops on the theme of “Local Government and the Culture of Peace” covering its allocated councils in the Berea and Leribe districts. The targets of, and participants in, these initiatives were DPE election educators team leader, the chiefs and selected secondary schools’ teachers ; as well as regular (political) phone-in radio talk show callers and opinion shapers of all known radio stations.

This was done cognizant of the fact participation in elections whether local or general / general had stubbornly stayed low despite multi-pronged, multi-stakeholder efforts to reverse this trend, and there was need to enthuse largest sections of the population to own their government by participation in its formation or birth through a popular choice. This in turn would lend the government the necessary integrity in the face of the various contending interests making demands of either service or protection, concessions or restrictions from the government. This proposition contrasts starkly with the obtaining scenarios where the majority of the populace would seem to have taken an “exit” from the public affairs or matters of the state and governance, and consider these as areas for indulging in conflict and friction.

All involved in these workshops in the end expressed their appreciation of their ample opportunity, feasibility, and potential ease of reclaiming their citizenship at local level through participation in local government; where everybody knows everybody in close communities, their history, connections, and social and antisocial traits, and all categories of achievements –and those given mandate of running community affairs are easy to monitor, advise or censure. Holding people thus elected accountable, it was agreed, would ultimately eliminate frequently occurring conflicts, and reproduce the culture of peace for which Basotho were known from the times of Moshoeshoe.

The culture of peace was defined as avoidance of violence in all its forms and manifestations, and elimination of conflict by tackling the root causes, not merely its occurrence. The various forms of violation were canvassed, including physical, gender, cultural, political, economic; together with their contextualisation and justification and the challenges of the changing times and social structure. The eminent elements of the culture of peace enumerated as (1) tolerance as opposed to confrontation; (2) equality of all persons regardless of their state of ability, gender, economic and other status; (3) cooperation and understanding instead of conflict; (4)seeking of friendship and partnership as opposed to creation of enemies; (5)harmonious co-existence with nature instead of its selfish exploitation; (6) respect for human rights in contrast to wanton disregard of such rights; (7)peaceful resolution of conflicts through dialogue instead of resort to war; (8) participatory democratic governance as opposed to dictatorship and unaccountable rule. Members of each of these categories were briefed on their specific importance for which they were included in the activity, and the instrumentality of their role in promoting participation in local government (elections) as a vehicle for building local peace.

From the outset the regular-caller “opinion leaders” were excited to get to know one another through meeting physically, hailing from the different districts of the country. They included both men (in majority) and women. They said this fact alone created or added to an urge of mutual accommodation and acceptance of one another as “rivals” followed by sizeable communities of loyal listeners of competing political identities / parties and independents.

Many of them were not meeting for the first time, since the organisers had employed the stratagem of bringing them together in this fashion in its two previous campaigns of public awareness and opinion survey activities under the tags of “The Government I want” (started in August 2015), and “The Lesotho I Want” (started in January 2016). They were urged to regularise the need for participation in local elections in their public-debate interventions through radio, and preach the philosophy of tolerance; building upon the budding culture where as participants in this callers’ forum had begun to wear their different (political) identities without being enslaved by them as instruments of animosity and conflict. They pledged to uphold the culture of peace in popularising their various parties’ platforms and highlighting the importance of local participation.

The teachers and their schools were chosen as partners in a voter turnout drive through competitions for pupil to get their parents and guardians to votes, prize debates on importance of local government; and for their universally recognised role as agents of socialisation – in that behalf capable of planting lasting messages on impressionable minds, hence the importance of having them on the peace culture train.

The chiefs were included for their role as traditional authorities and in that capacity the first peace officers in terms of national administration norms and law, and for their non-partisan, unifying as permanently present mediators of community relations at various levels and in various forms. While teachers protested that they were not allowed to take part in party politics whereas they were expected to teach about it, the chiefs often complained that their respectability in community, and some said even said in the eye of the ministerial authorities, had faded or declined since the arrival of local government as it was tacitly taken to replace them. For their part, the chiefs were motivated with a reward for a chief whose Electoral Division scored the highest rate of voter turnout. The sessions were accompanied by drama performances highlighting local government resourcing, integrity, and efficiency.

These working gatherings brought out the ever-present disaffection with the continuing powerlessness of the people’s elected councils, their resource starvation, friction between the traditional authorities and the elected representatives, the councils and the central government, the imposition of anti-people candidates by the main political parties, and the self-willed nature of councillors; the use of councillor status for self-aggrandisement including abuse and desertion of communities – where some councillors actually outmigrated to places more in keeping with their new status. An exciting redefinition of the relationship of these tiers and categories that emerged from the callers’ forum was that the councillor should be viewed as a developer (montlafatsi), the chief as the ruler (mobusi) and the Government as benefactor (mofani oa matlotlo) – where the Government is obligated by call of duty and national accountability to enable local communities control over their resources and monetary wherewithal to exploit them according to their own named priorities, the elected representatives see to the welfare of community, and traditional authorities maintain peace and resolve conflicts. It was maintained that if each of these three “drivers” stayed in their lane as defined, there would not be any of the frequently named collisions.

The interlocutors strongly felt that if the national parties did not impose their grand conflicts on the choice of local candidates, the local populace had a history of fellow feeling, mutual sympathy, and sharing that ensured solidarity and resilience to regular crises – and their choices of personalities to manage their affairs was always based only on proven mettle of honesty in community affairs. A case was mentioned of main ruling party candidate who was eminently known to have led “anti-people” capturing of local facilities like the bus and taxi terminus, informal traders’ “mall” and district football ground in Leribe, whose prospective election was likely to lead to a dysfunctional council as the local community with its vendors’ association and other community organisations were already preparing for a grand show-down with him/her.

It was vehemently voiced that the anticipated reforms should perhaps also seek a national consensus that local elections should not field party candidates, because they were imposed and the party members were voting only to their headquarters directives. Not only did party councillors see themselves as answering first to their parties, but when parliamentarians became ministers, they abused their powers to hijack / divert locally dedicated resource, materials and equipment to their own localities, e.g infrastructure and utilities installations. At another level the district councils, which are supposed to be apex and fusion of all expressions of self-government at the local level, were cited as often spending monies on its own priorities at the expense of the local councils’ priorities. Resource starvation leading to tokenisation of the councils, campaign lies and unfulfilled promises, unresponsiveness of the councils; nepotism and favouritism in recruitment and opportunities like bursaries, etc. were depressing local government spirit in communities and needed rooting out.

The chiefs’ forums threw up broadly the same concerns, while highlighting how local government could be turned into an opportunity for tackling these challenges. It was noted that sadly the inception or return of local government (the first such form of government goes back to colonial times in 1960) under the country’s “second democracy” in 1997 took place under a canopy of intense political conflicts (which could only express itself most tragically in 1998), and it was widely touted by the rulers as a replacement of an imposed” hereditary rule of the chiefs with rule by elected people’s representatives and consolidation of democracy. The friction that followed led to intra-council tensions and clashes between the chiefs and the councils; which were diffused with a deliberate intervention of the NGOs to provide training on the functions of the councils, roles of elected and traditional authorities thereon, and conflict management techniques.it was felt the politicisation of local government since the introduction of political parties as council contestants (as opposed to the Development Councils of the Military Council and early Basutoland Congress Party (BCP) rule) was responsible for bitter relations with the chiefs.

The chiefs contended that that while local government had taken away from them their means of supplementing their upkeep through control of local resources, it had also left them still substantially responsible for community welfare as the council didn’t exercise real powers nor had their own budgets. The chiefs therefore deserved equal remuneration with the councillors, whose higher emoluments supposedly made them look down on the former. They felt, however that councillors couldn’t be given more powers over the community since they were only seasonal while chiefs were permanent by birth right. They, however, said while the areas of responsibility sometimes conflicted – supposedly as a result of the ministers who were ignorant about or incompletely committed to, the full essence of government- the functions of councillors were developments, while chiefs were overseers of community affairs / welfare, protectors of the law and punishment of deviants threatening such developments and local tranquility.

Spreading Hiroshima’s Message of Peace

Atomic bomb survivors are getting older and their number is dwindling. An American NGO has come up with a new way of preserving their experiences. It’s calling global educators to Hiroshima and Nagasaki to discuss how to share the survivors’ messages with their students.

In early August, a group of teachers from around the world gathered in the peace park.

“My first impression of the site was… It’s hard to look at for too long for me,” says Matthew Winters, one of the participants. He is a junior high school teacher from the US state of Utah.

“There is a narrative in the United States about Nagasaki and Hiroshima in which you enunciated very well about, it was necessary to drop the nuclear bomb. It was necessary to end the war,” he says.

Winters has held classes discussing whether the bombing was necessary. But he says he wasn’t sure what the right answer was. He came to Hiroshima to learn more. “There is a human factor there that goes well beyond what’s happening in the pages of a history book,” he says.

Another participant is Hacene Benmechiche from Algeria. He is a history lecturer, and believes that peace education is especially important in his region and the Middle East, where violence persists.

“So I want our students to be peace-loving children. We are weary of violence. Violence is not a good thing. It beats development, it shatters countries, it destroys families,” he says.

This program, “Oleander Initiative,” is named after the city flower of Hiroshima, the first one to bloom after the bombing. It has become a symbol of resilience and peace. The organizer, Ray Matsumiya, hopes the teachers and their students take home the spirit of Hiroshima. He learned about the horror of the bombing from his grandfather, who experienced it.

“With the nuclear weapons ban treaty, one of the ideas is to mobilize civil societies around the world. In terms of our program, it helps spread that knowledge of why nuclear weapons shouldn’t exist,” he says.

On this day, the participants visited an atomic bomb survivor. 88-year-old Teruko Ueno welcomed them for lunch. Ueno was 1.6 kilometers away from ground zero when the bomb was dropped.

She was 16 years old and worked as a nurse at the Red Cross Hospital. She was shielded from the extreme heat by the hospital building. She still suffers from the effects of the radiation.

After the bombing, she struggled for days to save her colleagues and patients, who were badly burned. “Their skin was melted off their bodies. People came to my hospital saying ‘Give me water,’ and collapsed,” she explains.

She recalls how many children were born with physical disabilities. Her daughter and granddaughter listen next to her. “People were saying we would give birth to children with deformities. I was so worried,” says Ueno.

The participants are at a loss for words. “Your story…Thank you, thank you, thank you…” Winters says to Ueno.

“I am glad to hear that,” Ueno responds.

“She gave me a giant hug that just made me cry immediately. It was like being hugged by my grandmother. It was so emotionally fulfilling. It changed me. I feel like a different person today than I did yesterday,” says Winters.

Benmechiche says he learned something different. “I cannot feel exactly the way they feel. But I think that they are ready to forgive, otherwise there are still very deep wounds inside, because they know that forgiveness, not forgetfulness,” he says.

The teachers were deeply impressed with the openness and resilience of the people of Hiroshima.

The ceremony this summer was particularly special for the people of Hiroshima. It marked the achievement of a long-standing goal — the nuclear weapons ban treaty adopted in July. The teachers took part in the events.

The teachers discussed the goal of a nuclear-free world and how countries can work together to attain it. They talked about the recent nuclear weapons ban treaty, and the deep rift between nuclear powers and non-nuclear states.

“It was almost like a virtual media blackout. There was nothing said about it, even though it happened at the UN in New York,” says Kathleen Sullivan, a lecturer from the US.

“Nothing would make any change. The gap will be there unless we do something with the leaders, with the politicians,” says Khalil Smidi, a teacher from Lebanon.

“That’s where the educator’s roles are so important. It was the people that brought the ban treaty. I mean the thing that was so exciting about it, was that it was actually a process of education,” responds Sullivan.

Winters shared his new determination with his peers.

“A large majority of my students have parents that work at that military base. They are air force people and it’s a large economic center for the city. So, to combat that is going to be very difficult. We have to start a dialogue about these issues,” he says.

The teachers come up with a motto: “Education is the best weapon.” They want their students to think about how they can make even a small amount of change toward a better world.

The Norwegian Nobel Committee has decided to award the Nobel Peace Prize for 2017 to the International Campaign to Abolish Nuclear Weapons (ICAN). The organization is receiving the award for its work to draw attention to the catastrophic humanitarian consequences of any use of nuclear weapons and for its ground-breaking efforts to achieve a treaty-based prohibition of such weapons.

We live in a world where the risk of nuclear weapons being used is greater than it has been for a long time. Some states are modernizing their nuclear arsenals, and there is a real danger that more countries will try to procure nuclear weapons, as exemplified by North Korea. Nuclear weapons pose a constant threat to humanity and all life on earth. Through binding international agreements, the international community has previously adopted prohibitions against land mines, cluster munitions and biological and chemical weapons. Nuclear weapons are even more destructive, but have not yet been made the object of a similar international legal prohibition.

Through its work, ICAN has helped to fill this legal gap. An important argument in the rationale for prohibiting nuclear weapons is the unacceptable human suffering that a nuclear war will cause. ICAN is a coalition of non-governmental organizations from around 100 different countries around the globe. The coalition has been a driving force in prevailing upon the world’s nations to pledge to cooperate with all relevant stakeholders in efforts to stigmatise, prohibit and eliminate nuclear weapons. To date, 108 states have made such a commitment, known as the Humanitarian Pledge.

Furthermore, ICAN has been the leading civil society actor in the endeavour to achieve a prohibition of nuclear weapons under international law. On 7 July 2017, 122 of the UN member states acceded to the Treaty on the Prohibition of Nuclear Weapons. As soon as the treaty has been ratified by 50 states, the ban on nuclear weapons will enter into force and will be binding under international law for all the countries that are party to the treaty.

The Norwegian Nobel Committee is aware that an international legal prohibition will not in itself eliminate a single nuclear weapon, and that so far neither the states that already have nuclear weapons nor their closest allies support the nuclear weapon ban treaty. The Committee wishes to emphasize that the next steps towards attaining a world free of nuclear weapons must involve the nuclear-armed states. This year’s Peace Prize is therefore also a call upon these states to initiate serious negotiations with a view to the gradual, balanced and carefully monitored elimination of the almost 15,000 nuclear weapons in the world. Five of the states that currently have nuclear weapons – the USA, Russia, the United Kingdom, France and China – have already committed to this objective through their accession to the Treaty on the Non-Proliferation of Nuclear Weapons of 1970. The Non-Proliferation Treaty will remain the primary international legal instrument for promoting nuclear disarmament and preventing the further spread of such weapons.

It is now 71 years since the UN General Assembly, in its very first resolution, advocated the importance of nuclear disarmament and a nuclear weapon-free world. With this year’s award, the Norwegian Nobel Committee wishes to pay tribute to ICAN for giving new momentum to the efforts to achieve this goal.

The decision to award the Nobel Peace Prize for 2017 to the International Campaign to Abolish Nuclear Weapons has a solid grounding in Alfred Nobel’s will. The will specifies three different criteria for awarding the Peace Prize: the promotion of fraternity between nations, the advancement of disarmament and arms control and the holding and promotion of peace congresses. ICAN works vigorously to achieve nuclear disarmament. ICAN and a majority of UN member states have contributed to fraternity between nations by supporting the Humanitarian Pledge. And through its inspiring and innovative support for the UN negotiations on a treaty banning nuclear weapons, ICAN has played a major part in bringing about what in our day and age is equivalent to an international peace congress.

It is the firm conviction of the Norwegian Nobel Committee that ICAN, more than anyone else, has in the past year given the efforts to achieve a world without nuclear weapons a new direction and new vigour.

African Union and UN sign Memorandum of Understanding for Peacebuilding

The African Union (AU) and the United Nations (UN) signed a Memorandum of Understanding on Wednesday to promote joint cooperation in strengthening peace and stability in Africa.

“The goal of signing the Memorandum of Understanding is to provide a framework and to strengthen cooperation for the support of peacebuilding and peace efforts in Africa,” the AU said in a statement on its website.

The communiqué considered the memorandum of understanding as a concrete step towards the implementation of the “common framework of the United Nations and the African Union to strengthen partnership in the field of peace and security”.

On 19 April 2017, UN Secretary-General Antonio Guterres and the Chairperson of the African Union Commission, Chadian Moussa Faki, signed a new framework to strengthen partnership in the field of peace and security.

According to its signatories, the Memorandum of Understanding “will continue to strengthen coordination of the efforts of the United Nations and the African Union and contribute to a more predictable strategic partnership in the areas of conflict prevention, political dialogue, reconciliation, democratic governance and human rights “.

The Memorandum of Understanding was signed by the commissioner of the Peace and Security Council of the pan-African organization, Algerian Smail Chergui, and the UN Under-Secretary-General for Peacebuilding, Oscar Fernandez.

The memorandum was signed at the headquarters of the Permanent Mission of the African Union in New York, on the sidelines of the 72nd session of the United Nations General Assembly.

Mali: Ségou: capital of peace and national reconciliation of the regions of central Mali

The urban commune of Ségou hosted on 7, 8 and 9 September two consultations on peace and national cohesion. Participants from the Mopti and Niono, Macina and Tominian areas in the Ségou region came for two days of reflection and identification of lasting solutions to their intra and intercommunal conflicts.

140 representativers took part in the meeting. It was initiated by the Center for Humanitarian Dialogue, with funding from the Kingdom of the Netherlands, accompanied by the Ministry of National Reconciliation. As a result of the meeting, an additional day of exchange, information and awareness-raising on the mission to support reconciliation and support teams was held on Saturday, 9 September, at the same venue as the previous session, the conference room of the Governorate of Ségou. The work of this day was attended by some forty delegates from the 7 areas of the region of Ségou.

The delegates, chosen on the basis of their social influence and their involvement in the management of conflicts in their areas, were mostly civil society leaders. These included village chiefs, religious leaders, traditional communicators and journalists. Organized by the Ministry of National Reconciliation in partnership with the Reconciliation Support Mission and the Center for Humanitarian Dialogue, the one-day meeting was also suppoted by the Kingdom of the Netherlands.

This meeting in Ségou brought together actors from Douentza, Tenekou, Mopti, Djenné, Youwarou, Koro, Bankass, Ké-Macina, Niono and Tominian areas. The head of the mission of the Center for Humanitarian Dialogue, Hama Amidou Diallo, set the scene for the meeting. According to him, the Ségou meeting, like that of Mopti, is in keeping with the actions taken to promote social dialogue within the communities, through intra-community and inter-community meetings organized at the village, communes, circles and in the regional capitals. The result should be the safeguarding of social peace and the consolidation of living together.

The head of cabinet of the Ministry of National Reconciliation welcomed the meeting in Ségou, affirming that it aims to reinforce the actions carried out by his department as part of its strategy of reconciliation. He also urged each of the participants to call for the promotion of the culture of peace and non-violence. The governor of the region of Ségou, Georges Togo, who presided over the meeting, was pleased to see Mali’s communities gather in Segou to forgive and build lasting peace in their respective localities, based on societal values.

At the end of the meeting, on Friday, 8 September, the participants drew up a series of recommendations for peace, social cohesion and living together. It should be noted that the meeting of Ségou mainly brought together actors from the communities, Bamanan, Peul and Dogon of the circles cited above.

The Segou meeting was attended by the head of the mission, Modibo Kadjogué, the head of cabinet of the Ministry of National Reconciliation, Colonel Moussa Zabou Maïga, the governor of Ségou, economic operator Djadié Bah de Niono, himself chairman of the committee for monitoring peace and reconciliation in his circle, and many other personalities from the Ségou region.

The Chief of Staff of the Ministry of Reconciliation presented the missions of his ministry and the objectives of the mission to support peace and national reconciliation. He added that the State alone can not bring peace without the involvement of communities at the grassroots level, that the Department of National Reconciliation has set up the support mission to reconciliation. For the best functionality of the objectives of this unit, it was decided to establish regional support teams in all regions of Mali.

The conclusion for Segou was the proposal of moral personalities committed to social cohesion, for the establishment of the regional team of Segou, composed of 7 members. This team, once installed, will be involved in preventing and managing conflicts in all circles in the region.

With the two meetings held in Segou, it can be said that Segou had become the capital of the humanitarian dialogue for the regions of central Mali. It should be recalled that the region of Ségou has been affected by intra and inter-community conflicts, notably in the circles of Macina and Niono. Also, the Tominian Circle has received displaced persons following similar conflicts in the Mopti region.
