The International City Manager’s Association hired me as a trainer in their nation wide Community Oriented Policing program in the mid-1990s. I went to work with the police departments in Toledo, Ohio, Long Beach, California and Kotzebue, Alaska. I only got a welcome and support from the Chief of Police in Alaska. The ICMA program had little impact and was discontinued. In my report to them I closed by writing, “Policing has changed from a community service to a militarized surveillance and protective shield in many US cities.” It looks like Camden, NJ is an exception to my observation. I hope more cities follow their example.
