But it is not enough.  The task is also political.  And to be political, consciousness needs to be linked up to the development of <a href=\"http:\/\/decade-culture-of-peace.org\/blog\/?p=462\">a new institutional framework<\/a>.<\/p>\n<p>To a great extent, this new institutional framework is being developed <a href=\"https:\/\/english.cpnn-world.org\/?p=7586\">at the municipal level<\/a>.  This important because cities, unlike national governments, do not have an invested interest in the culture of war.<\/p>\n<p>In the long term, it will be important to reform the United Nations so that it is more democratic and more responsive to &#8220;We the Peoples.&#8221;<\/p>\n<p>At the same time, there are continuing efforts to establish culture of peace institutions at national and international levels, as described in the following CPNN articles.
