<\/a><\/p>\n<\/center>To achieve the transition from the culture of war to a culture of peace, the increasing consciousness around the world in important. But it is not enough. The task is also political. And to be political, consciousness needs to be linked up to the development of a new institutional framework<\/a>.<\/p>\n To a great extent, this new institutional framework is being developed at the municipal level<\/a>. This important because cities, unlike national governments, do not have an invested interest in the culture of war.<\/p>\n In the long term, it will be important to reform the United Nations so that it is more democratic and more responsive to “We the Peoples.”<\/p>\n At the same time, there are continuing efforts to establish culture of peace institutions at national and international levels, as described in the following CPNN articles.
