Compliance with International Law, Release of All Hostages"},"content":{"rendered":"<div style=\"float: left; width: 46%;\">\n<p>FREE FLOW OF INFORMATION<\/p>\n<p>A meeting report from the <a href=\"https:\/\/press.un.org\/en\/2023\/ga12572.doc.htm\">United Nations<\/a><\/p>\n<p>Demanding an immediate humanitarian ceasefire in Gaza, the General Assembly today adopted a resolution reiterating its insistence that parties to the conflict there comply with international law, all hostages be released immediately and without conditions, and humanitarian access be ensured.<\/p>\n<p>The Assembly adopted the resolution titled \u201cProtection of civilians and upholding legal and humanitarian obligations\u201d (document\u00a0<a href=\"https:\/\/undocs.org\/A\/ES-10\/L.27\">A\/ES-10\/L.27<\/a>) by a recorded vote of 153\u00a0in favour to 10\u00a0against (Austria, Czech Republic, Guatemala, Israel, Liberia, Federated States of Micronesia, Nauru, Papua New Guinea, Paraguay, United States), with 23\u00a0abstentions, during a resumption of its tenth Emergency Special Session on Illegal Israeli actions in Occupied East Jerusalem and the rest of the Occupied Palestinian Territory.<\/p>\n<p><center><a href=\"https:\/\/english.cpnn-world.org\/wp-content\/uploads\/2023\/12\/GazaVote.jpg\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/english.cpnn-world.org\/wp-content\/uploads\/2023\/12\/GazaVote.jpg\" alt=\"\" width=\"900\" height=\"540\" class=\"alignnone size-full wp-image-33132\" srcset=\"https:\/\/english.cpnn-world.org\/wp-content\/uploads\/2023\/12\/GazaVote.jpg 900w, https:\/\/english.cpnn-world.org\/wp-content\/uploads\/2023\/12\/GazaVote-300x180.jpg 300w, https:\/\/english.cpnn-world.org\/wp-content\/uploads\/2023\/12\/GazaVote-768x461.jpg 768w\" sizes=\"auto, (max-width: 900px) 100vw, 900px\" \/><\/a><br \/>\n(click on image to enlarge)<\/center><\/p>\n<p>Prior to adopting the resolution, the Assembly failed, by a recorded vote of 89\u00a0in favour to 61\u00a0against, with 20\u00a0abstentions, to adopt an amendment introduced by Austria, which inserted \u201cheld by Hamas and other groups\u201d after \u201chostages\u201d and \u201cimmediate\u201d after \u201censuring\u201d (document\u00a0<a href=\"https:\/\/undocs.org\/A\/ES-10\/L.28\">A\/ES-10\/L.28<\/a>). \u00a0The Assembly also failed, by a recorded vote of 84\u00a0in favour to 62\u00a0against, with 25\u00a0abstentions, to adopt an amendment introduced by the United States, which added an unequivocal condemnation of heinous terrorist attacks by Hamas that took place in Israel starting 7\u00a0October and the taking of hostages (document\u00a0<a href=\"https:\/\/undocs.org\/A\/ES-10\/L.29\">A\/ES-10\/L.29<\/a>).<\/p>\n<p>In opening remarks, Dennis Francis (Trinidad and Tobago), President of the General Assembly, said it is incumbent upon the United Nations to bring an immediate end to the suffering of innocent civilians. \u00a0\u201cRight now, what we are seeing is an onslaught on civilians, the breakdown of humanitarian systems and profound disrespect for both international law and international humanitarian law,\u201d he said. \u00a0\u201cThe carnage must stop.\u201d<\/p>\n<p>The representative of Egypt, speaking for the Arab Group, introduced draft resolution \u201cL.27\u201d, describing it as\u00a0simple, clear and explicit. \u00a0Israeli aggression has destroyed Gaza\u2019s public health system, he said, characterizing the argument about the right of Israel, the occupying Power, to defend itself as a pretext. \u00a0Israel is not above international humanitarian law, he said. \u00a0By the text, the Assembly demands an immediate humanitarian ceasefire and reiterates its demand that all parties comply with their obligations under international law, including international humanitarian law, notably regarding the protection of civilians. \u00a0Through the text, the resolution also demands the immediate and unconditional release of all hostages and ensuring of humanitarian access.<\/p>\n<p>(continued in right column)<\/p>\n<\/div>\n<div style=\"float: right; width: 46%;\">Question(s) related to this article:<\/div>\n<div style=\"float: right; width: 46%;\"><\/div>\n<div style=\"float: right; width: 46%;\">\n<p align=\"justify\">\n<p><em><strong><a href=\"https:\/\/english.cpnn-world.org\/?p=8700\">What is the United Nations doing for a culture of peace?<\/a><\/strong><\/em><\/p>\n<p>(continued from left column)<\/p>\n<p>Introducing \u201cL.28\u201d, the representative of Austria welcomed recent humanitarian pauses that enabled the release of some hostages and provision of urgently needed humanitarian aid. \u00a0Recognizing the right of Israel to defend its citizens in line with international law and international humanitarian law, he said his country\u2019s amendment is based on agreed language from Security Council resolution\u00a02712\u00a0(2023).<\/p>\n<p>The representative of the United States, introducing \u201cL.29\u201d, said the last two months have been nothing short of devastating. \u00a0\u201cDevastating for Palestinians who have lost their homes and their loved ones because of a conflict that Hamas set into motion; and devastating for Israelis who still face a barrage of rocket fire, even as they continue to reel from Hamas\u2019 barbaric attacks on 7\u00a0October,\u201d she said, adding that the humanitarian situation in Gaza is dire and requires urgent and sustained attention.<\/p>\n<p>Civilians desperately need food, water, shelter and medical care, she said, noting that a distressing number of innocent people have been killed and expressing support for the release of all hostages, immediately and unconditionally. \u00a0She said Member States should speak out with one voice to condemn Hamas for the terrorist attacks on 7\u00a0October. \u00a0\u201cWhy is that so hard?\u201d, she asked. \u00a0\u201cIt should not be that difficult.\u201d<\/p>\n<p>Israel\u2019s delegate, speaking after the vote,\u00a0said the adopted resolution will prolong death and destruction. \u00a0On 6\u00a0October there was a ceasefire, and it was violated by the Hamas attack. \u00a0\u201cWhat would your country do if it were in Israel\u2019s shoes? \u00a0What would Moscow do? \u00a0What would Beijing do?\u201d, he asked. \u00a0Hamas is refusing to release hostages or give the Red Cross access to the hostages, he said, adding that Israel has allowed the entry of aid into Gaza, but that United Nations bodies are refusing to solve logistical difficulties to allow its entry.<\/p>\n<p>A ceasefire will only benefit Hamas, he said. \u00a0\u201cWhat will happen the day after the ceasefire?\u201d, he asked. \u00a0By voting in favour of the resolution, Member States are supporting terrorists and the exploitation of Palestinians, he said. \u00a0The time has come to put the blame where it belongs. \u00a0The resolution does not even mention Hamas by name or condemn Hamas. \u00a0If States want a real ceasefire, they should call Hamas leaders and ask for a release of the Israeli hostages. \u00a0This disgraceful resolution only allows Hamas to continue its reign of terror, he said, adding that Israel believes in life and peace.<\/p>\n<p>\u201cIsrael has dropped 25,000\u00a0tons of explosives on Gaza, nearly the equivalent of the atomic bombs dropped on Hiroshima and Nagasaki,\u201d said Pakistan\u2019s delegate. \u00a0\u201cIsrael\u2019s goal is to erase [\u2026] the entire idea of Palestine,\u201d he added, noting his country\u2019s support of the adopted draft resolution.<\/p>\n<p>Syria\u2019s representative noted the Security Council on Friday failed to adopt a resolution demanding an immediate humanitarian ceasefire in Gaza because of the United States\u2019 veto. \u00a0\u201cThe United States insists on giving Israel the green light to continue its brutal aggression in Gaza,\u201d he said.<\/p>\n<p>Tunisia\u2019s delegate echoed concerns about such inaction. \u00a0\u201cThe Council is clearly unable to shoulder its responsibilities, both moral and legal,\u201d he said. \u00a0His delegation voted for the draft resolution, as it calls for a humanitarian ceasefire and end to the barbaric aggression against Palestinian civilians. \u00a0\u201cThese attacks have led to unprecedented humanitarian tragedies,\u201d he said.<\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>FREE FLOW OF INFORMATION A meeting report from the United Nations Demanding an immediate humanitarian ceasefire in Gaza, the General Assembly today adopted a resolution reiterating its insistence that parties to the conflict there comply with international law, all hostages be released immediately and without conditions, and humanitarian access be ensured.
