Independent International Commission of Inquiry on the Occupied Palestinian Territory, including East Jerusalem and Israel, said in a\u00a0<a hfef=\"https:\/\/www.ohchr.org\/en\/press-releases\/2023\/10\/civilians-are-primary-victims-increased-violence-israel-and-occupied\">report\u00a0<\/a> released earlier this week that &#8220;the damage and casualties caused by Israeli attacks&#8221; on Gaza &#8220;were not proportionate to the military advantage and so the actions constitute a war crime.&#8221;<\/p>\n<p>The commission added that &#8220;the prevention of entry of food and medical supplies into Gaza is a violation of international humanitarian law.&#8221;<\/p>\n<p>While the Biden administration helped\u00a0<a href=\"https:\/\/www.ft.com\/content\/15b04e43-1e0b-4f92-ad71-3aaeeb68402e\">negotiate <\/a> a deal\u00a0to allow limited humanitarian aid to enter Gaza through its border with Egypt, U.S. leaders have thus far refused to call for a cease-fire and pledged to continue arming the Israeli military as it prepares for a ground invasion.<\/p>\n<p>HuffPost <a href=\"https:\/\/www.huffpost.com\/entry\/state-department-internal-emails-gaza-israel_n_65296395e4b0a304ff6ff95d\">reported\u00a0<\/a> last week that the U.S. State Department has instructed American diplomats not to use the word &#8220;cease-fire&#8221; in press materials, and some administration staffers have\u00a0<a href=\"https:\/\/www.commondreams.org\/news\/biden-silencing-dissent-gaza\">expressed concern\u00a0<\/a> about retaliation if they question U.S. support for Israel&#8217;s attack on Gaza.<\/p>\n<p>In recent days, U.S. shipments of ammunition, so-called &#8220;smart bombs,&#8221; and other weaponry have arrived in Israel, which was already the largest recipient of U.S. military assistance. The Biden administration is reportedly preparing to ask Congress to approve a new\u00a0<a href=\"https:\/\/www.nytimes.com\/2023\/10\/18\/us\/politics\/biden-funds-israel-ukraine-taiwan.html\">$100 billion military aid package\u00a0<\/a> for Israel and Ukraine.<\/p>\n<p>The Associated Press <a href=\"https:\/\/apnews.com\/article\/israel-hamas-military-navy-carrier-e648c53dc53a46e2e12950784ea5e8d2\">reported\u00a0<\/a> that the Biden administration is &#8220;also getting U.S. defense companies to expedite weapons orders by Israel that were already on the books.&#8221; Without imposing restrictions on the use of American weaponry, U.S. officials are at risk of being complicit in Israeli war crimes, human rights advocates have\u00a0<a href=\"https:\/\/dawnmena.org\/u-s-monitor-and-restrict-use-of-u-s-weapons-by-israel-to-avoid-complicity-in-war-crimes\/\">warned<\/a>.<\/p>\n<p>In his resignation letter, Paul argued that the administration&#8217;s response to the deadly violence in Israel and Gaza &#8220;is an impulsive reaction built on confirmation bias, political convenience, intellectual bankruptcy, and bureaucratic inertia.&#8221;<\/p>\n<p>&#8220;Decades of the same approach have shown that security for peace leads to neither security, nor to peace,&#8221; Paul wrote. &#8220;The fact is, blind support for one side is destructive in the long-term to the interest of the people on both sides.
