{"id":30842,"date":"2023-05-29T08:51:54","date_gmt":"2023-05-29T06:51:54","guid":{"rendered":"https:\/\/english.cpnn-world.org\/?p=30842"},"modified":"2023-06-01T06:53:28","modified_gmt":"2023-06-01T04:53:28","slug":"english-bulletin-june-1-2023","status":"publish","type":"post","link":"https:\/\/english.cpnn-world.org\/?p=30842","title":{"rendered":"English bulletin June 1, 2023"},"content":{"rendered":"<p><center><em><big> <b> LATIN AMERICA AND AFRICA: CONTINUING LEADERSHIP<\/b><br \/>\n<\/big><\/em><\/center><\/p>\n<div style=\"float: left; width: 46%;\">\n<p align=\"justify\">\nTo begin the year 2023, <a href=\"https:\/\/english.cpnn-world.org\/?p=29522 \">we said <\/a> that one bright spot for the preceding year was the advance of the culture of peace in Latin America and Africa.<\/p>\n<p align=\"justify\">\nNow, as we enter the second half of 2023, we see that this continues; the culture of peace continues to advance on these continents (see <a href=\"https:\/\/english.cpnn-world.org\/?p=29551 \">discussion <\/a>: &#8220;Latin America, has it taken the lead in the struggle for a culture of peace?&#8221;).<\/p>\n<p align=\"justify\">\nWe begin on the highest level, the meeting of the G7 countries.  While the countries of Europe, North America and Japan continue to promote the culture of war, it was the newly-elected President of Brazil, Luiz In\u00e1cio Lula da Silva, who addressed the meeting with a <a href=\"https:\/\/english.cpnn-world.org\/?p=30743\">message of the culture of peace<\/a>.  It was Lula a few months earlier, who refused the demands of the United States to contribute to the war in Ukraine, saying that  \u201c<a href=\"https:\/\/english.cpnn-world.org\/?p=29847\">Brazil Is a Country of Peace.<\/a>\u201d<\/p>\n<p align=\"justify\">\nNot just words, but actions for a culture of peace mark the first few months of the new administration in Brazil.<\/p>\n<p align=\"justify\">\nWith the potential for a major change on the global level, the first event of President Lula da Silva\u2019s visit to China in April was the official swearing-in ceremony of Dilma Rousseff as president of the <a href=\"https:\/\/english.cpnn-world.org\/?p=30429\">New Development Bank<\/a>.  The bank is seen as an alternative to the financial hegemony of Washington and Brussels, since it may finance development projects in local currencies instead of dollars.  Rousseff, is also a former President of Brazil.<\/p>\n<p align=\"justify\">\nIn a meeting with representatives of indigenous peoples, President Lula signed decrees demarcating six new <a href=\"https:\/\/english.cpnn-world.org\/?p=30522\">territories for indigenous peoples<\/a>, the first since 2018 and one of them in a vast territory in the Amazon.<\/p>\n<p align=\"justify\">\nFollowing a massacre of children at a day care center, the Minister of Justice announced a major <a href=\"https:\/\/english.cpnn-world.org\/?p=30352\">national mobilization in favor of a culture of peace<\/a>, including an inter-ministerial working group to prevent and confront violence in schools.<\/p>\n<p align=\"justify\">\nAlong with Argentina, Paraguay, Chile and Peru, Brazil has signed on to a &#8220;<a href=\"https:\/\/english.cpnn-world.org\/?p=30668\">Declaration for a Culture of Peace and Democracy <\/a> and for Combating Expressions and Hate Speech\u201d that will lead to a guidelines to be used internally by the signatory countries.\u00a0<\/p>\n<p align=\"justify\">\nElsewhere in Latin America, Mexico and Colombia continue to promote a culture of peace.<\/p>\n<p align=\"justify\">\nIn Mexico, the city of Le\u00f3n will host the First Ibero-American Meeting of Voices for Peace and the First Ibero-American Meeting of Journalism for Peace, to take place from June 1 to 3.  The General Coordinator of State Social Communications stressed that Guanajuato will become the <a href=\"https:\/\/english.cpnn-world.org\/?p=30672\">epicenter of the culture of peace <\/a> in Mexico and Latin America (see <a href=\"https:\/\/english.cpnn-world.org\/?p=6830\">discussion<\/a>: &#8220;Is there progress towards a culture of peace in Mexico?&#8221;)\n<\/p>\n<\/div>\n<div style=\"float: right; width: 46%;\">\n<p align=\"justify\">\nIn Colombia, nine months into new efforts by Colombia\u2019s administration to achieve \u201ctotal peace\u201d with remaining armed groups following decades of civil war, a <a href=\"https:\/\/english.cpnn-world.org\/?p=30807\">network of 140 civic and community organizations <\/a> is working to end violence.   Quoting an activist from this network: &#8220;To advance peace, the government will need broad support from both Colombia\u2019s grass roots and its international partners.  A top priority in coming months needs to be a national process of dialogues among Colombia\u2019s thousands of community-level civil society organizations.&#8221; (See <a href=\"https:\/\/english.cpnn-world.org\/?p=6862\">discussion<\/a>: &#8220;What is happening in Colombia, Is peace possible?&#8221;)<\/p>\n<p align=\"justify\">\nMeanwhile, in Africa, it is the women who are taking the leadership for a culture of peace.  (See <a href=\"https:\/\/english.cpnn-world.org\/?p=11544\">discussion<\/a>:&#8221;Can the women of Africa lead the continent to peace?&#8221;)<\/p>\n<p align=\"justify\">\n<a href=\"https:\/\/english.cpnn-world.org\/?p=30392\">In Kenya<\/a>, women from Turkana, West Pokot and Marakwet communities have kicked-off talks with their Ethiopian and Ugandan counterparts to take leading roles in the restoration of peace in the North.<\/p>\n<p align=\"justify\">\n<a href=\"https:\/\/english.cpnn-world.org\/?p=30653\">In Abuja<\/a>, the African First Ladies Peace Mission was addressed by Nigeria&#8217;s first lady, Aisha Buhari, who emphasised the significance of women&#8217;s role in conflict resolution:  \u201cAs women leaders and mothers, our role in peace and security is to continue to say no to the culture and structures of violence.&#8221;<\/p>\n<p align=\"justify\">\nAnd <a href=\"https:\/\/english.cpnn-world.org\/?p=30798\">in Luanda<\/a>, the Angolan vice-president, Esperan\u00e7a da Costa, opened the 1st International Women\u2019s Forum for Peace and Democracy, to reaffirm and strengthen political commitment to action on gender equality, the empowerment of women and girls and their human rights, ensuring high-level engagement.  The forum is part of the Luanda Biennial \u2013 Pan-African Forum for the Culture of Peace and Non-Violence, which is a joint initiative between the Government of Angola, the United Nations Educational, Scientific and Cultural Organization ( UNESCO) and the African Union (AU) (see <a href=\"https:\/\/english.cpnn-world.org\/?p=22880\">discussion,<\/a> &#8220;The Luanda Biennale: What is its contribution to a culture of peace in Africa?&#8221;)<\/p>\n<p align=\"justify\">\nWhile most of these initiatives are initiated and supported by the national governments of Latin America and Africa, in the long run, the most important is the development of grass-roots and civil society, as described above for Colombia and Kenya.  This is especially true for Brazil as described in a <a href=\"https:\/\/decade-culture-of-peace.org\/blog\/?p=1521\">recent blog <\/a> from the CPNN representative in that country.
