It depicts St. George slaying a dragon created from fragments of Soviet SS-20 missiles and United States Pershing nuclear missiles that were destroyed under the terms of the Intermediate-Range Nuclear Forces Treaty of 1987.<\/center><\/p>\n<p>Mr. Guterres highlighted some of the current challenges to global peace and security, with the world under greater stress due to the climate crisis, stark inequalities, conflicts and human rights violations, as well as the devastation caused by the\u00a0COVID-19\u00a0pandemic.\u00a0<\/p>\n<p><strong>Disarmament not disunity\u00a0<\/strong><\/p>\n<p>He\u00a0<a href=\"https:\/\/www.un.org\/sg\/en\/content\/sg\/statement\/2022-08-01\/secretary-generals-remarks-the-tenth-review-conference-of-the-parties-the-treaty-the-non-proliferation-of-nuclear-weapons-bilingual-delivered-follows-scroll-down-for\">said\u00a0<\/a> the meeting is taking place amid these challenges, and at a time of nuclear danger not seen since the height of the Cold War.\u00a0<\/p>\n<p>\u201cGeopolitical tensions are reaching new highs. \u00a0Competition is trumping co-operation and collaboration. \u00a0Distrust has replaced dialogue and disunity has replaced disarmament.\u00a0\u00a0 States are seeking false security in stockpiling and spending hundreds of billions of dollars on doomsday weapons that have no place on our planet,\u201d he said.\u00a0<\/p>\n<p>Currently, almost\u00a013,000 nuclear weapons\u00a0are now being held in arsenals around the world, he added.\u00a0<\/p>\n<p>\u201cAll this at a time when the risks of proliferation are growing and guardrails to prevent escalation are weakening.\u202f\u202f\u00a0And when crises \u2014 with nuclear undertones \u2014 are festering, From the Middle East and the Korean Peninsula. To the invasion of Ukraine by Russia, and to many other factors around the world.\u201d\u00a0<\/p>\n<p>He said today, humanity was \u201cjust one misunderstanding, one miscalculation away from nuclear annihilation.\u201d\u00a0<\/p>\n<p><strong>A new path\u00a0<\/strong><\/p>\n<p>The Secretary-General underlined the importance of the non-proliferation treaty, saying it is needed\u00a0\u201cas much as ever\u201d, while the review meeting provides an opportunity \u201cto put humanity on a new path towards a world free of nuclear weapons.\u201d\u00a0<\/p>\n<p>He outlined five areas for action, starting with reinforcing and reaffirming the norm against the use of nuclear weapons, which requires steadfast commitment from all parties to the treaty.\u00a0<\/p>\n<p>\u201cWe need to\u00a0strengthen all avenues of dialogue and transparency.\u202fPeace cannot take hold in an absence of trust and mutual respect,\u201d he said.\u00a0<\/p>\n<p>(Continued in right column)<\/p>\n<p>(Click <a href=\"https:\/\/cpnn-world.org\/french\/?p=9650\">here for the French version <\/a> of this article.)<\/p>\n<\/div>\n<div style=\"float: right; width: 46%;\">Question related to this article:<\/div>\n<div style=\"float: right; width: 46%;\"><\/div>\n<div style=\"float: right; width: 46%;\">\n&nbsp;<br \/>\n<em><strong><a href=\"https:\/\/english.cpnn-world.org\/?p=5035\">Can we abolish all nuclear weapons?<\/a> <\/strong><\/em><\/p>\n<p>(Continued from left column)<\/p>\n<p>Countries also must \u201cwork relentlessly\u201d towards the goal of eliminating nuclear weapons, which begins with new commitment to shrink their numbers.\u00a0<\/p>\n<p>This will also mean reinforcing multilateral agreements and frameworks on disarmament and non-proliferation, which includes the important work of the International Atomic Energy Agency (IAEA).\u202f\u00a0<\/p>\n<p><strong>Address \u2018simmering tensions\u2019\u00a0<\/strong><\/p>\n<p>For his third point, Mr. Guterres focused on the need to address the \u201csimmering tensions\u201d in the Middle East and Asia.\u202f\u00a0<\/p>\n<p>\u201cBy adding the threat of nuclear weapons to enduring conflicts,\u00a0these regions are edging towards catastrophe.\u202fWe need to redouble our support for dialogue and negotiation to ease tensions and forge new bonds of trust in regions that have seen too little,\u201d he said.\u202f\u202f\u00a0<\/p>\n<p>The Secretary-General also called for promoting the peaceful use of nuclear technology, such as for medical purposes, as a catalyst for advancing the\u00a0Sustainable Development Goals\u00a0(SDGs).\u00a0<\/p>\n<p>Finally, he urged governments to fulfill all outstanding commitments in the treaty, \u201cand keep it fit-for-purpose in these trying times.\u201d\u00a0<\/p>\n<p><strong>Unexpected dimension<\/strong><\/p>\n<p>The head of the IAEA, the UN\u2019s nuclear watchdog, spoke of how the \u201cspectre of war\u201d has brought a new and unexpected dimension to nuclear safety in Ukraine.<\/p>\n<p>Rafael Mariano Grossi said that at the beginning of the conflict, now nearly six months old, he outlined\u00a0Seven Pillars\u00a0of nuclear safety that should never be violated. \u00a0They include respecting the physical integrity of nuclear power plants, and ensuring staff can carry out their duties without undue pressure.<\/p>\n<p>\u201cAll these seven principles have been\u00a0trampled upon or violated\u00a0since this tragic episode started,\u201d he told the conference.<\/p>\n<p>While the IAEA was able to work with Ukraine to restore the systems at the Chernobyl nuclear power plant, site of the 1986 disaster, Mr. Grossi continues to push for a mission to the Zaporizhzhya plant, the largest in the country, which is occupied by Russian forces.<\/p>\n<p>Ladies and gentlemen, we are ready to go,\u201d he said. \u201cWe hope to be able to come to Zaporizhzhya because if something happens there, we will only have ourselves to blame for it. Not a catastrophe, not an earthquake, or tsunami. \u00a0It will be our own inaction to blame for it.\u201d<\/p>\n<p><strong>Iran and DPRK<\/strong><\/p>\n<p>Mr. Grossi also addressed other issues, including related to monitoring of Iran\u2019s nuclear programme.\u00a0<\/p>\n<p>\u201cWe know that for us to be able to give the necessary and credible assurances that every activity in the Islamic Republic of Iran is in peaceful uses, we need to work collaborative(ly) with them,\u201d he said.<\/p>\n<p>\u201cIt can be done, we have been doing it in the past, but we need &#8211; and I say this very clearly &#8211; we need to have the access that is commensurate with the breadth and depth of that nuclear programme.\u201d<\/p>\n<p>The situation in the Democratic Republic of Korea (DPRK) also remains a concern, and he expressed hope that IAEA inspectors will be able to return to the country.<\/p>\n<p>(Thank you to Sarah Guerard for sending this article to CPNN.)<\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>DISARMAMENT &#038; SECURITY .
