width: 46%;\">\n<p>FREE FLOW OF INFORMATION <\/p>\n<p>An article from <a href=\"https:\/\/news.un.org\/en\/story\/2020\/03\/1058701\">UN News<\/a><\/p>\n<p><a href=\"https:\/\/www.un.org\/sg\/en\/content\/javier-perez-de-cuellar\">Javier P\u00e9rez\u00a0 de\u00a0Cu\u00e9llar<\/a>, the fifth United Nations Secretary-General,\u00a0praised for\u00a0his ability to foster dialogue and for\u00a0leading\u00a0the Organization through a turbulent decade,\u00a0has passed away\u00a0at the age of\u00a0100.\u00a0\u00a0<\/p>\n<p>A veteran Peruvian diplomat,\u00a0lawyer and professor,\u00a0he\u00a0is\u00a0the first\u00a0and only\u00a0Latin American to hold the top UN job\u00a0so far.\u00a0\u00a0<\/p>\n<p><center><a href=\"http:\/\/webtv.un.org\/watch\/player\/6027732403001\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/english.cpnn-world.org\/wp-content\/uploads\/2020\/03\/Cuellar.png\" alt=\"\" width=\"940\" height=\"574\" class=\"alignnone size-full wp-image-19794\" srcset=\"https:\/\/english.cpnn-world.org\/wp-content\/uploads\/2020\/03\/Cuellar.png 940w, https:\/\/english.cpnn-world.org\/wp-content\/uploads\/2020\/03\/Cuellar-300x183.png 300w, https:\/\/english.cpnn-world.org\/wp-content\/uploads\/2020\/03\/Cuellar-768x469.png 768w\" sizes=\"auto, (max-width: 940px) 100vw, 940px\" \/><br \/>\nVideo about Perez de Cuellar<\/a><br \/>\n.<\/center><\/p>\n<p>In a statement Wednesday evening, current\u00a0UN Secretary-General\u00a0Ant\u00f3nio Guterres\u00a0said that he was\u00a0<a href=\"https:\/\/www.un.org\/sg\/en\/content\/sg\/statement\/2020-03-04\/secretary-general-the-death-of-former-secretary-general-javier-p\u00e9rez-de-cu\u00e9llar-0\">profoundly saddened\u00a0<\/a> at Mr.\u00a0P\u00e9rez\u00a0de\u00a0Cu\u00e9llar\u2019s\u00a0passing and praised the former UN chief as \u201can accomplished statesman, a committed diplomat and a personal inspiration who left a profound impact on the United Nations and our world.\u201d\u00a0<\/p>\n<p>Born in Lima,\u202fPeru,\u202fon 19 January\u00a01920, he\u00a0was appointed to\u00a0lead\u00a0the UN\u00a0after 42\u00a0years\u00a0of diplomatic service.\u00a0<\/p>\n<p><strong>Distinguished diplomatic caree<\/strong>r\u00a0<\/p>\n<p>\u201cMr. P\u00e9rez de\u00a0Cu\u00e9llar\u2019s\u00a0life spanned not only a century but also the entire history of the United Nations, dating back to his participation in the first meeting of the\u00a0General Assembly\u00a0in 1946,\u201d said Mr. Guterres.\u00a0<\/p>\n<p>Over the course of his career,\u00a0in addition to being his country\u2019s Ambassador to Switzerland &#8211; as well as the\u00a0then\u00a0Soviet Union, Poland and Venezuela &#8211; Mr. P\u00e9rez\u00a0de\u00a0Cu\u00e9llar\u00a0held\u00a0many\u00a0high level positions\u00a0in Peru\u2019s\u00a0Ministry of Foreign Affairs,\u00a0including Permanent Representative to the United Nations in 1971.\u00a0\u00a0<\/p>\n<p>During his month presiding over\u00a0the\u00a0UN\u00a0Security Council,\u00a0in\u00a0July\u00a01974, he\u00a0ably-managed the crisis in Cyprus.\u00a0A year later, he was appointed as the Secretary-General\u2019s\u00a0Special Representative in Cyprus\u00a0for two years,\u00a0then went on to become the UN chief of Political Affairs and Representative of the UN in Afghanistan.\u00a0<\/p>\n<p><strong>The Cold War\u00a0period and the growing role of\u00a0the\u00a0UN\u00a0<\/strong><\/p>\n<p>Mr. Guterres said that\u00a0his predecessor\u2019s\u00a0tenure as Secretary-General coincided with two distinct eras in international affairs: first, some of the iciest years of the Cold War, and then, with the ideological confrontation at an end, a time when the\u00a0UN\u00a0began to play more fully the role envisaged by the founders. <\/p>\n<p>(Article continued in the column on the right)<\/p>\n<\/div>\n<div style=\"float: right; width: 46%;\">Questions related to this article:<\/div>\n<div style=\"float: right; width: 46%;\"><\/div>\n<div style=\"float: right; width: 46%;\">\n<p align=\"justify\">\n<p><em><strong><a href=\"https:\/\/english.cpnn-world.org\/?p=11362\">Where in the world can we find good leadership today?<\/a><\/strong><\/em><\/p>\n<p>(Article continued from the column on the left)\u00a0\u00a0<br \/>\n\u00a0\u00a0<br \/>\nIn 1982, his tenure as UN chief\u00a0started with\u00a0intense negotiations\u00a0between the United Kingdom and Argentina over the\u00a0disputed\u00a0sovereignty of the\u00a0Falkland Islands\/Malvinas.\u00a0Persistent\u00a0through the countless challenges,\u00a0Mr. P\u00e9rez de\u00a0Cu\u00e9llar\u00a0\u00a0produced a\u00a0now famous phrase, referring to the peace talks: \u201cThe patient is in intensive care but still alive.\u201d\u00a0\u00a0<\/p>\n<p>Despite health issues, he agreed to serve\u00a0for a second term\u00a0as UN chief.\u00a0In\u00a0<a href=\"http:\/\/www.un.org\/ga\/search\/view_doc.asp?symbol=A\/41\/PV.33\">his\u00a0acceptance\u00a0speech\u00a0in 1986<\/a>, he referenced the\u00a0financial\u00a0crisis\u00a0that\u00a0the\u00a0UN\u00a0was going through at the time,\u00a0saying that\u00a0\u201cto decline in such circumstances would have been tantamount to abandoning a moral duty toward the United Nations.\u201d\u00a0\u00a0<\/p>\n<p>Reiterating his \u201cunshakable faith\u201d in the \u201cpermanent validity\u201d of the Organization, he\u00a0added\u00a0that\u00a0the UN\u2019s\u00a0\u201cdifficult situation\u201d\u00a0provided a\u00a0\u201ccreative opportunity for renewal and reform.\u201d\u00a0\u00a0<\/p>\n<p>\u201cMr. P\u00e9rez de\u00a0Cu\u00e9llar\u00a0played a crucial role in a number of diplomatic successes \u2014 including the independence of Namibia, an end to the Iran-Iraq War, the release of American hostages held in Lebanon, the peace accord in Cambodia and, in his very last days in office, a historic peace agreement in El Salvador,\u201d said the current UN chief.\u00a0<\/p>\n<p>His second term was\u00a0also\u00a0marked by\u00a0the withdrawal of Soviet troops from Afghanistan.\u00a0Among others, his team facilitated political stability in\u00a0Nicaragua\u00a0.\u00a0\u00a0<\/p>\n<p>In 1987, he was awarded the Prince of Asturias Prize for the promotion of\u00a0Ibero-American co-operation.
