width: 46%;\">\n<p>TOLERANCE AND SOLIDARITY .<\/p>\n<p>A press release from the <a href=\"https:\/\/www.un.org\/press\/en\/2018\/sgsm18874.doc.htm\">United Nations<\/a><\/p>\n<p>Following are UN Secretary-General Ant\u00f3nio Guterres\u2019 remarks to the African Union Peace and Security Council\u2019s meeting on combating the transnational threat of terrorism in Africa, in Addis Ababa today:<\/p>\n<p>It is an honour to take part in this meeting of the African Union Peace and Security Council.\u00a0 I welcome your focus on a comprehensive approach to combating the transnational threat of terrorism in Africa.\u00a0 Let me begin with three overarching points.<\/p>\n<p><center><a href=\"https:\/\/english.cpnn-world.org\/wp-content\/uploads\/2018\/02\/terrorism.jpg\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/english.cpnn-world.org\/wp-content\/uploads\/2018\/02\/terrorism.jpg\" alt=\"\" width=\"397\" height=\"263\" class=\"alignnone size-full wp-image-12053\" srcset=\"https:\/\/english.cpnn-world.org\/wp-content\/uploads\/2018\/02\/terrorism.jpg 397w, https:\/\/english.cpnn-world.org\/wp-content\/uploads\/2018\/02\/terrorism-300x199.jpg 300w\" sizes=\"auto, (max-width: 397px) 100vw, 397px\" \/><\/a><\/center><\/p>\n<p>First, we know nothing justifies terrorism.\u00a0 No cause or grievance can ever excuse the indiscriminate targeting of civilians, the destruction of lives and livelihoods, and the creation of panic for its own sake.<\/p>\n<p>Second, we know that terrorism has unfortunately been with us in different forms across ages and continents.\u00a0 But modern terrorism is being waged on an entirely different scale.\u00a0 It has become an unprecedented threat to international peace, security and development.<\/p>\n<p>Third, we know modern terrorism is not only different in degree, but also different in nature \u2014 having grown more complex, and with new modus operandi. \u00a0And the linkages between terrorism and transnational organized crime are growing every day.<\/p>\n<p>The world should never forget that the vast majority of terrorist attacks take place in developing countries.\u00a0 The communities, victims and survivors of terrorism are very much in our hearts.<\/p>\n<p>The devastating consequences of the threat posed by terrorism in Africa demand collective and comprehensive action.\u00a0 No single nation, institution, or organization can defeat terrorism in Africa or anywhere else.\u00a0 We need a sustained, cooperative and coordinated approach in tackling this menace.<\/p>\n<p>The African Union is a vital partner in confronting the global challenge posed by terrorist groups.\u00a0 As I have said from day one as Secretary-General, we needed a higher platform of cooperation with the African Union.\u00a0 And I am proud that we are indeed building that platform across the range of challenges and opportunities confronting this great continent.<\/p>\n<p>Last year, we signed the Joint United Nations-African Union Framework for an Enhanced Partnership in Peace and Security.\u00a0 The Framework includes cooperation in the field of countering terrorism and preventing violent extremism.\u00a0 I believe this work can be strengthened even further with a memorandum of understanding setting out a road map for future collaboration and capacity-building support on countering terrorism within the context of that Framework.<\/p>\n<p>(Article continued in the right column)<\/p>\n<\/div>\n<div style=\"float: right; width: 46%;\">Question for this article<\/div>\n<div style=\"float: right; width: 46%;\"><\/div>\n<div style=\"float: right; width: 46%;\">\n<p align=\"justify\">\n<p><em><strong><a href=\"https:\/\/english.cpnn-world.org\/?p=3134\">Islamic extremism, how should it be opposed?<\/a><\/p>\n<p><a href=\"https:\/\/english.cpnn-world.org\/?p=13025\">Can the African Union help bring a culture of peace to Africa?<\/a><\/strong><\/em><\/p>\n<p>(Article continued from the left column)<\/p>\n<p>L\u2019une des premi\u00e8res r\u00e9formes que j\u2019ai entreprises a \u00e9t\u00e9 de cr\u00e9er un Bureau de lutte contre le terrorisme.<\/p>\n<p>En collaboration \u00e9troite avec l\u2019Union africaine et d\u2019autres partenaires, ce bureau a mis au point des strat\u00e9gies r\u00e9gionales et des plans d\u2019action nationaux de pr\u00e9vention du terrorisme et de l\u2019extr\u00e9misme violent dans la Corne de l\u2019Afrique et en Afrique centrale et australe.<\/p>\n<p>Le Bureau a intensifi\u00e9 l\u2019aide apport\u00e9e \u00e0 plusieurs pays d\u2019Afrique, notamment le Mali et le Nig\u00e9ria, pour qu\u2019ils renforcent leurs capacit\u00e9s aux niveaux national et r\u00e9gional.<\/p>\n<p>Pour ce faire, le Bureau s\u2019est appuy\u00e9 sur des instances telles que l\u2019Initiative d\u2019assistance int\u00e9gr\u00e9e pour la lutte antiterroriste, qui permet de mobiliser l\u2019ensemble des organismes des Nations Unies \u00e0 l\u2019appui des \u00c9tats Membres qui en font la demande. \u00a0Une strat\u00e9gie d\u2019assistance int\u00e9gr\u00e9e est en cours d\u2019\u00e9tablissement pour aider le G5 Sahel \u00e0 lutter contre le terrorisme dans la sous-r\u00e9gion, dont la vuln\u00e9rabilit\u00e9 est notamment due au retour des combattants terroristes \u00e9trangers.<\/p>\n<p>Looking ahead, I believe a comprehensive approach to combating the transnational threat of terrorism in Africa can be developed around four key priorities.<\/p>\n<p>First, by addressing the deficit in international counter-terrorism cooperation at the global, regional and national levels.\u00a0 In June, I will convene the first-ever United Nations summit of heads of counter-terrorism agencies to build on Member States\u2019 priorities and our discussion today.\u00a0 Our goal is to enhance cooperation and the exchange of information, and develop new and innovative ways to tackle terrorism.<\/p>\n<p>Second, success in countering terrorism will be greatly advanced through ratification of existing legal counter-terrorism instruments, conventions and protocols.\u00a0 The United Nations is ready to provide the support needed to the African Union and Member States to implement these instruments.<\/p>\n<p>Third, the threat posed by terrorism requires addressing the root causes and underlying conditions.\u00a0 I welcome the growing emphasis by the African Union and African Member States to address the drivers of violent extremism.\u00a0 It is crucial that our efforts include tackling the lack of economic opportunities, including extreme poverty, marginalization, exclusion and discrimination, while ensuring respect for international humanitarian law and human rights.<\/p>\n<p>Fourth and finally, we must place a special focus on expanding opportunities for young people \u2014 especially since youth under the age of 25 form the largest demographic group in most developing countries and they are often the ones most at risk of being recruited and radicalized by terrorists.\u00a0 Strategic investments in education and employment for young men and women are essential.<\/p>\n<p>Resource mobilization for counter-terrorism efforts is also critical.\u00a0 After all, terrorism is not only a threat to peace and security but also to sustainable development.\u00a0 I call on the international community to mobilize resources in support of African countries as they strive to balance security and development.<\/p>\n<p>Let me conclude by once again expressing my profound gratitude to the African Union for its cooperation and to African Member States for your commitment and contributions in tackling terrorism and violent extremism.<\/p>\n<p>We face a serious challenge \u2014 but I believe it is one that we can meet with solidarity, common action and a shared resolve.<\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>TOLERANCE AND SOLIDARITY .
